In the Tiguan options it says Park Assist (with RNS510), wondering why you need to get the RNS510 if you want Park Assist. As far as I know the RNS510 involvement with Park Assist is that the rear camera turns on when Park Assist is activated, but surely Park Assist would still function without RNS510.
Problem is the RNS510 is your video screen.
If you don't have one, the rear camera has no where to display - so its correct.
The options list on the VWA site and the brochure I have say the RNS510 has RVC (reversing camera) but the Park assist is a separate option. It looks to me like you don't need the RVC for the Park assist (but it would be interesting to watch I suppose).
I tried the park assist system and it is really good. Tiguan parks so quick and so well. You cannot believe that you a 40K car can park by itself.
